I can see it now. They do a stewardess demo on life jackets every time
the water taxi picks up a passenger. And then the oxygen mask falls out
of the canopy.

I am delighted to report that HB 140 was amended by the sponsor to
exclude the private boater, waterman and 6-pack operators. Further, she
amended that it would be optional for those riding public transportation
vehicles or 'water taxis' to wear lifejackets. In addition, she amended
to require instructions and demonstrations on wearing the lifejackets by
all of these public transportation vehicles.
The Coast Guard regulations already require the instructions and
demonstrations on vessels with trips longer than 15 minutes -
understanding that in some cases the water taxis stop every few minutes
to pick up passengers.
The most gratifying part of the day was having the Chairman joke about
how much her phone had been ringing on this Bill. They heard us -
congratulations!

We have this stuff in California all the time. These people spend
their lives trying to find little problems to solve. In my days on
the legislative commission of a large professional society, we called
these "juice bills." The legislator introduces some bill that will
stir controversy, hopefully between two groups that have lots of
money. Then they sit back and watch the groups vie to contribute more
money to influence the outcome. Then it turns out that the bill was
never a serious effort after all.
Amazing how that happens.
