Interesting the statement about "no amateurs". That's exactly who is needed - from wikipedia - "The other, perhaps somewhat obsolescent usage, stems from the French form of the Latin root of the word meaning a "lover of". In this sense, retaining its French inflexion ("am-a-tEUR"), an amateur may be as competent as a paid professional, yet is motivated by a love or passion for the activity, like a connoisseur."
Definitely sad to see the boat going downhill like that. But, I see a number of similar cases in the marina where I stay.

I have noticed this boat on its mooring over at Dockton on Vashon Island for the last several years. It does not look like it has been touched for at least that long. Running rigging and sails are rotted. It is down by the bow, either missing an inboard, filled with water, or both. I have sailed my dinghy around it several times each summer while over there, saddened by the neglect of a good old boat, wondering who would just go off and leave it. Hard to know what kind of shape the hull, beam, and deck are in. Definitely a major restoration project.
On the other hand, Dockton, in Quartermaster Harbor is a great little place to visit. For those of you who dont sail Puget Sound, we have a bunch of nice, picturesque bays and harbors in the south sound. Dockton has a nicely maintained County Park and dock. A summer evening over there, firing up the barbecue and opening up a microbrew, after an afternoon sail, is a real delight.

I don't know what the left-coast states do about registration of
vessels, but here in Michigan our "MC" number is on the bow (unless it's
a documented vessel) and I could get owner info from the state. Maybe
you folks who pass by neglected good old boats ought to jot identifying
numbers down, find out who's the last registered owner, and pass the
info to somebody who has more enthusiasm for sailing and more time for
fixing than money.
I pass a boat, about a 24 footer (builder escapes me right now) each
summer, hanging on the mooring, with a boottop stripe that hasn't been
scrubbed in a decade, and a few shreds of blue tarp over the boom. Yet
each fall she moves into the harbor where she's bubbled, and then in the
spring she's back out on the mooring. I've never seen anybody sailing
the boat, but somebody tends to the moves. Odd.

I find your comments interesting. A few years ago, when my boat was on the
hard at the Gig Harbor marina, I saw a truck bring in another Cal 29. I
was, of course compelled to introduced myself to the owner. He said that he
walked docks for quite a while, and looked up owner information from the tax
rolls, until he was able to buy his ³good old boat² for pennies on the
dollar. He made offers to owners of good, but neglected, boats until
someone accepted. An intriguing strategy, I thought.

I'll bet the magazine "Good Old Boat" would be interested in that
story. Of course good old boats can be expensive, as I know well. I
was talking to a guy at the Transpac dinner last summer and heard
about a friend of his who had bought an old wood schooner on eBay for
$1,000. The new owner has about $300,000 invested in his bargain boat
at last report.

This is probably easier in Michigan, where all boats are hauled each
year. That means that the neglected boats are all sitting on the hard,
and in most instances they are costing their owners storage fees (or are
already owned by the marina for unpaid fees). It provides some
incentive to sell for folks who don't care much for their boats.

I am not sure when the upcoming Hurricane damage boats is going to happen but it is a good way to get a boat on the cheap if you are handy - the next 10 years we expect more than usual hurricane activity in South Florida so the west coast guys may just have to wait to get their chosen boat

I've done this a couple of times. An old friend turned me on to the
dock walking trick several years ago. He had picked up a sailboat
years before, and he and I together ended up with a 42' Viking sport
fisher for a couple of hundred bucks.
I had almost picked up a 38' Catalina in good shape from the
original owner for around $20k before my friend who got me out of
power an into sail sold me my 2-29. Since he not only introduced me
to sailing, but also to my wife, and since she and I had both sailed
this boat with him, but never together, the 2-29 was the "perfect"
boat for us.
The way to play is to walk the docks, find a boat that needs some
TLC but has the bottom regularly cleaned. The best time of year in
SoCal is from November to April - at the end of the season and just
before - when people are beginning, or in the middle, of paying slip
fees for a boat that they don't use during months that they wouldn't
want to use it anyway. A boat with a clean bottom and a neglacted
topside, and with expired registration tags is a prime candidate.
