Keel flexing on a Cal 29

I'm looking at purchasing a 1974 Cal 29 and had the boat out of the water for an inspection. The keel when push/pulled laterally did flex a bit (about an inch) from side to side. The surveyor thought it a little excessive. Is this normal or should I walk away from this boat. There was no evidence of grounding or crack in the keel/hull joint.
