I may not be understanding what the "double rail" is, that you are referring
to.
I would think it is a somewhat straight forward modification to the existing
rail, but I am not totally familiar with the stern pulpit on the 28

You need the second rail for stability of the seat. Otherwise, it would
flip up and down.
