I may not be understanding what the "double rail" is, that you are referring to. I would think it is a somewhat straight forward modification to the existing rail, but I am not totally familiar with the stern pulpit on the 28 Daniel Casey "Air Time" Cal 9.2R #75 Santa Barbara, Ca.

Otherwise, it would flip up and down.
