Mike, what happens if a boat has a trim tab? Race committee put a lock on it? You may see old photos of big race boats with twin wheels, one inside the other. With a tiller, I don't know how you would control it. When it was outlawed, I suspect that whatever linkage there was just got disconnected. Maybe the thing was welded or bolted.
