Gentlemen: I just received a public notice from the Port of Los Angeles who is proposing to tax us for the privilege of having a boat in the water. They would like to charge us a "Recreational Vessel Berthing Permit". As an industry, we are already self policing what is being proposed: Port of LA Proposes for a fee: 1. verify owner maintain insurance 2) meet criteria for seaworthiness 3) provide written authorization for live aboard status 4) meet other environmental standards Addressing the above points: Point 1) The Marina's already have very strict policies regarding boat owners maintaining insurance. Point 2) The Coast Guard and the Coast Guard Auxiliary have been very competent doing their own vessel inspections for decades. Point 3) The Marina already has a very strict live a board policy and one that limits the number of live aboard tenants. Point 4) Many Marina's have already developed a "Clean Marina Policy" which addresses environmental issues. State and Federal boating Laws regulate and enforce environmental issues. This tariff proposed in Section 21 Rules and Regulation for Vessels Berthed in Marinas, is a weak attempt by the Port of Los Angeles to gain revenues that will not benefit a single boat owner, clean up the environment, make the boating community or the harbor any safer than it already is. hey guys that's not all. The Lunatics who run Marina Del Rey want to get rid of all the small boats and dinghies that use the space between the seawall and the docks to dock their boats. They are attempting to pass a rule banning small boats from using these shallow spaces. They claim that in the event of an earthquake the seawall might collapse and kill people sleeping on the boats. Personally in thirty-five years I've never seen anyone asleep on a dinghy, either day or night. It just shows to go you what we are up against. The politicians who hold the reins of power over our marina are stark raving lunatics...and/or greedy sand crabs that want the land for more luxury housing and want the middle class whose taxes built the marinas...out! Some years ago, when the Cabrillo Marina was run by the city, the county sent me a bill for property tax on my slip. It was about $75 but I refused to pay it. I figured they could repossess the slip for all I cared. There was no lease; it was paid month to month, but they insisted there were leaseholder rights that were taxable as "property." I later learned that they managed to place a lien on my house, I know not how, and I wound up paying it after all. I refinanced my house a few years later and there it was. This message has motivated me to bring up a topic that has bothered me a number of times about Yahoo. Namely, a box that appears announcing new posts and advertising for other Yahoo features that partially blocks the text of the message and that I can't get rid of. On the bright side, in composing this reply, I discovered that on a reply the box disappears. If anyone knows of a less clunky way to delete the box, please let me know.
