Cal 28 lower shroud loose

While beating to windward on either tack, the inner (ie lower) leeward
shroud on my 1969 Cal 28 is very slack, although the outer remains
tight. The rigger says the inners are tight enough (when in the marina)
and doesn't recommend making them any tighter. A Cal 2-27 neighbour has
exactly the same issue.
Should they be tightened, anything specific to be checked, any
suggestions, or do they all do that?

I am no expert, but if you look at the Cal 28 manual posted on my
site, I believe it states the shrouds are to be somewhat lose. Here

I don't think it's an issue, Kevin. The 28 and the 25 have similar
geometry of sticks, I believe. I know some 25s who swear by leaving the
lowers loose even at rest. Just check to see if the mast is in column
under load on a tack, and if it is, just make sure your turnbuckles are
not turning when the shroud is loose (either pins or nuts on the ends -
my technique). I assume you get the looseness on both tacks? Mast may
be sagging over a bit (in column). It takes very little for shrouds to
be loose or tight. You will see it does not take many turns on the
buckle to go from loose to tight.

Wish I could find a manual like this for the Cal Cruising 36, or perhaps even the Cal Cruising 35. it would be interesting to see what theysay about mast tuning.

Reg, on a CC36 in Florida, if the mast does not fall down at the dock,
and the icemaker works, the shrouds are fine.

I'm catching up on e-mails but I went to the manual link and they state
that the mast should not hook to windward. If the lowers are too loose,
relative to the uppers, that's what's going to happen. They state a
preference for the masthead falling off slightly to leeward. It's the
relative tightness of uppers and lowers that affects this more than
absolute tension.
The manual also warns about "bar tight" rigs. Most of our old boats
were not built to the engineering standards that allow modern racers to
do lots of sail-shape things with the standing rigging. It might be
worth checking the structural integrity of your mast step/chainplate
portions to make sure you're not getting excessive motion when the rig
is under stress.
