I changed the packing when I bought the boat so I doubt that is the culprit.

It should drip once in a while unless it is the "dripless" type, which
I have. If it's not dripping a little, it might be too tight. If it's
too tight, it could score the shaft.

Yeah, it drips, just not enough to keep 2" of water in the entire bilge. I
replaced it with that gray Teflon looking stuff . . . I forget the name now
but it is more expensive and worth every penney.
I'm banking on the bilge pump thru hull taking on water . . . LOL if you
recall I was the lucky one who discovered the disconnected drain for the
propane locker was draining into my bilge under power when motoring across the
Bay after I saw water over the floor boards!

No, it pumps a good bit out, way more than the back flow produces.

If it is NOT a drip-less stuffing box then you want to go by 1 drip every 40 to 60 seconds...this will not score the shaft and lets in a minimal amount of water.
