moisture in deck problems

I have a newly purchased Hunt designed 1988 CAL 28. The boat was purchased last year. At the time the survey suggested the there was some moisture present in certain areas of the starboard deck around some of the fittings but that they were was not a problem but to keep an eye on them. . I purchased Electrophysics T33 moisture meter and the latest reading show some wet problems in the deck. near some of the stanchions and stays. (reading > 23 and around 26-29). Does anyone have experience fixing these kind of problems.

Every job needs to be sized up to determine what is required.
Generally for this type of repair.
1. Find the source of moisture (bad caulking)
2. Stop the leak. (cover so the area can dry)
3. Remove the glass on the inside/backside of the deck /board
4. Dry the area for days with soft heat.
5. Check the moisture to your satisfaction.
6. Re-fiberglass area.
7. Oversize drill the old opening.
8. Fill with a thickened epoxy.
9. Drill new hole - avoiding drilling into wood.
10. "countersink" the top-bottom sides so caulking can have a thicker-shear resistant surface
11. Reinstall bolting using a back-up plate of fender type washer
12. Snug tight nut on bottom side after the caulking has a change to cure a bit
