I think the book that you are thinking about was written by John
Rousmaniere and described the aftermath of the 1979 Fasnet Race near
Britain, a storm devastated the fleet and many lives were lost.
Interestingly enough, many boats that were abandoned in that race
remained afloat and were recovered, yet many lives were lost from the
crews of those boats when they the life rafts failed/capsized. Mr.
Rousmaniere tried to make the point about not taking to a raft until you
had to step UP to get into the raft if I recall.

I think someone else wrote a book about this concerning one of the
