Jim those stickers were not for the "tax" but for the USCG User-Fee that was enacted at the same time as the Luxury Tax (1990-92). The User-Fee was a graduated Fee that was assessed to all boats 16' and over if I recall correctly. The ironic thing was that the $$ generated went into the General Fund for the US Government and not directly to the USCG, yet the USCG was in charge of administering and enforcing the Fee collection. The Fee was supposed to be paid yearly and a new set of 2 Decals would be issued each year. BOAT/US was successful in getting the Fees repealed, but at first the User-Fee was replaced by a tax on Marine Diesel fuel, BOAT/US lobbied to get that overturned (I felt that only increased the "Fat-Cat" image of boaters) ending the bureaucratic nightmare it had created (the "taxed" fuel was dyed to differentiate it from the un-taxed fuel sold to commercial vessels) Most Marine Fuel Docks only have one Diesel pump and so had to chose between selling to the recreational vessels and selling to the local Commercial guys (fishermen, mostly). I don't remember a boat tax levied during the Carter Administration but I do remember an idea that was floated (pun intended?) around 1980 to ban use of powerboats (or engines on sailboats?) on weekends........ obviously that went over like the proverbial lead balloon! The premise was one of saving gas if I remember correct. I think Rodney has it right. I remember getting one of those stickers. The USCG hated it and I don't think enforced it. As I recall, it only lasted one year. Another bad idea. Thanks Rodney for info. I would hate to pay tax on the 7 gal. of fuel I use every year. 70's were a crazy time, I drove a MG and got my gas in a 5gal can from fisherman that lived next door, never had to sit in gas line. Jim Carroll Cal27-3

A group of doctors at our hospital tried to buy a gas station from Texaco. The owner was willing but Texaco wouldn't sell it. We were going to run it for all the hospital employees. One day I was in a gas line when the station owner walked out and stuck a "closed" sign in front of my car. I said to him, "Drive safely because I'm on trauma call and I have no gas." He went berserk. He was screaming at me and threatening to hit me. A hospital secretary was standing there at the pump and witnessed the whole thing. I wrote a letter to Union 76. Then I got a letter from the station owner's attorney threatening me with a lawsuit unless I retracted my statement and apologized. I wrote to Union 76 and said that I had not performed a psychiatric exam on him so my diagnosis of mental trouble was based only on observation of his behavior at the time. And, I added, I have a witness. I never heard from him again and the station changed hands a year or two later. Those were crazy times. What I had said to him was true.
