Allen,
Santa Barbara actually has 2 such fleets.
On Sundays, CHRF is the just that, the Club Handicap Racing Fleet, which
only Yacht club members are allowed to race in, but on Wednesday nights "H"
Fleet, which uses the same formula, is open to any boat belonging to a club
with an affiliation to ISAF.
I have no knowledge of other clubs using this system. In fact I am/was
under the impression that one of the members of SBYC was responsible for
creating the program or algorithm, as I have heard it referred to as. I am
pretty sure they have tweaked it over the years to get it where it is today.
David Owen may know more on this as I believe Mariposa revealed a flaw in the
algorithm.
Another interesting aspect of CHRF is that you do not need a PHRF
certificate, which means you can do any modification, fly any sail, or virtually
anything else which would be considered non-conforming in PHRF.
Being that your rating is always changing, you never know how you were
scored until posted sometime later at the Yacht Club. Regardless of how your
scored it still comes down to who are your real competitors. We know which
boats we need to beat to know we had a good race.

I talked to the race committee head (ran into him on my camping trip by
coincidence) and found out he has a lot of custom software invested in the
PHRF system we use. I don't think he is going to change it. I told him
what this list and my Google searches found, that SBYC was, as far as I
know, the only club using CHRF and that they also have a PHRF fleet for
serious racers. We are a small club with only 20 or so boats racing in two
fleets (small and large boats) and I don't think he wants the extra work to
satisfy one boat that is sailing slow. I mean seriously, my 55 year old
wood L-36 without a spinnaker is beating this 41 foot boat with a 75
handicap boat for boat half the time. I don't think they will change the
handicap system and the input provided by this group probably gave the race
committee some backup when the C&C-41 complains to the race committee.
