Transmission information

I have a 1977 Cal 2-29., powered by a venerable Farymann A30 single cylinder diesel. I would like to identify the transmission characteristics, particularly the reduction ratio, to check my propeller against. It feels like I need to wind the engine up to full throttle to get over 5.5 kts or so.
According to the manual that came with the boat, the options are a Hurth, a Nanni, or a Ronim transmission. The Hurth had a screw-in dipstick, so that's elimintated.
I found the following stamped numbers on the back of the casing: 99641 0030, which don't quite seem to match up to the pattern given in the manual. It I tried to make it fit, the last number is supposed to be the reduction ration, which would be 3.0:1? That seems like an strange number to me (actually, it's odd!), and a high reduction ratio for an engine that's only rated at 2500 RPM.
Any idea on what this might be?

Speaking transmission issues, for the first time since I purchased the boat 6 yrs ago, my starter is acting up. It is engaging about 1/2 the time otherwise it spins. I was told by my dock buddies to check the wiring connections at solenoid and the starter gear shaft may need lubrication so it slides into flywheel.
any thoughts on this. Is there an inspection port or way to clean and remove shaft without removing the starter?
