Chris, the VSC (Vessel Safety Check) offered by specially trained members of the USCGAUX and the US Power Squadron is only for US vessels, we can not perform a VSC on a "Foreign-Flag" vessel. As you state, displaying the VSC Decal will not guarantee that you will not be stopped and boarded by the USCG (or State/Local Officers), but in general they will usually either do a cursory Inspection or may just decide to board the next boat. Obviously, if any authority observes any obvious violation by a vessel (or her crew)....... all bets are off and expect a boarding! Kripes this is an old post. The vessel is currently US registered until it gets to it home port in Kingston ON at which time it will be federally registered and flown under Canadian Flag to avoid international headaches, the federal registration part I mean. I am proudly flying the US Flag until such time as she gets to her new home. So my thinking on this is that an auxiliary inspection could be possible. The other nice part is the ladies at the Baltimore Customs house are really really nice. The paperwork they issue me is a transit permit, this time from New Jersey to Kingston which means I don't have to check in with homeland security every time I anchor or move as is the current US requirement. These two ladies are worth the drive alone from NJ to Baltimore to get both the permit and to meet them again. They are just a blast and a class act. Life time civil servants in a tradition and manner that is rare now a days even north of the border, where most are concerned about liabilities and litigation rather then simply doing there job and doing it well. The "servant" part these two ladies understand well.....cant say enough good things about them. The last time we met we cracked jokes and told stories for a good hour while Miss Betty filled out the paper work. She had me in stitches. I think this time I will bring her some brownies laced with rum of course..:) It is such a pleasure doing business with these two ladies.
