does anyone know if it is specifically prohibited to run a masthead tricolor at the same time as deck level running lights?

According to COLREGS:
Sailing Vessel Underway Rule 25
Required lights: side (112.5 degrees) and stern (135 degrees)
Other: Lights: Red over Green (all around) at or near top of mast
Note: Small sailing vessels (less than 20 meters in length) may combine
sidelights and sternlight in one lantern placed at or near the top of the mast.
The optional red over green lights may not be shown with such a lantern.
I read this to say that the 112.5 degree sidelights and the 135 degree
sternlight can EITHER be high or low but not both.

I believe that it is. Further, the tricolor may not be used while under
power.

Your white steamer light has to be above color while motoring. However, you can use the 360 white on top for steamer and stern with color below on bow.

I assume that you would have to disable any low stern light in this configuration.

I did cut the wires to the stern lighton transom. However, not sure if there is a problem with a transom mounted stern light and 360 mast head as long as the color is below the steamer (360)....better check the regs on this for boat size and light config.
I chose to keep it simple. 360 mast head white and bow colors for motor and tri color for sail. This eliminates using the original steamer and stern lights. It makes two easy choices sail or power.
