Were you there when they splashed the boat? Do you have a wheel or a tiller? In either case is it hard to turn the rudder while sitting still in the water? My thought is that the yard may have hung up the rudder in the straps when splashing the boat and bent the shaft. Call the yard, if they pulled it and put it in, they may want to check it out. (What did they do for the bottom job, how long did it sit after splashing). If it's a tiller, sounds bent, you may need to check the whole shaft tube for cracks! If it's a wheel, maybe the steering is hung up. Can you crawl in there with mirrors, or whatever and look? I suggest not going too far from the yard till you clear this up.
