Interior Ceiling Peeling

I have a CAL 1974 27 pop top. The interior ceiling is peeling in many spots. I was wondering what I could do to fix this, or seal it back up. I noticed that the previous owner put some sort of white sealant over some of the spots. Any help is greatly appreciated, I have no clue what to do. Thanks
