I looked at your CAL 20 web site (Bringing the CAL 20 home),
That "insert" in the side of the cockpit is used to hook the end of the
tiller extension into to allow the boat to theoretically self-steer while
you need to leave the helm briefly. Your tiller extension will need to be
adjustable in length and have a "ball" on the end that will drop into the
recess in that insert, then just adjust the length of the extension to
hold the tiller in a setting that more or less keeps the boat going
straight.
If you do decide to replace the tiller, the CAL 20 and 21 used the same
tiller I believe.
