If you think that the skipper has badly impaired judgment, you could report the circumstances to your state's adult protective services office for your community. Generally they don't intervene in cases of simple stupidity but if a person suffers from an impairment that creates a likelihood of harm to himself or others, they might step in. It's an aesthetic disaster, if nothing else. Sailing is supposed to look kinda cool and elegant, not like a traveling dump. I keep my boat neat and let my house remain in disarray. Chris Campbell
