Is it possible that another unknown party deliberately placed the line around your prop? The answer is "Yes". [ I do agree that the possibility is remote, but it does exist ] Therefore, it cannot be positively determined who actually did the deed. Is it possible that the line arrived on your prop via the current, or by some other innocent means? Yes. However remote that possibility is, it does exist. In conclusion, you have no definitive answer to the first question posed above, only suspicion fueled by circumstance.
