All states that require titles do this for any boat without a
Manufacturer HIN, it isn't really a "made up" HIN, the state-issued HIN
is just as official as an original manufacturer HIN, it is however...
just a serial number per se, no real meaning to the number, that is no
coded info usually.
I'm not sure whether a Documented vessel would have a state-issued (or
maybe Federally issued?) HIN, since in many states the Federal
Documentation takes the place of a title on a documented vessel. Anyway,
we were issued a state-issued HIN for our old CAL 21 in 1991 if I recall
when Massachusetts issued us a title (my Dad had owned the boat since new
in 1970) and obviously, they needed a HIN for the title (CAL 21 Hull #285
wasn't enough to ID the boat). Ditto for the old powerboat (13'8"
outboard) that I rescued off the marsh near our cottage. When I
registered that boat a HIN was assigned by Massachusetts. All
State-issued HINs start with the State abbreviation used for the
registration numbers (MS in Mass) followed by a "Z" then 9 more digits.
Some States will use the build year of the boat for the last 2 digits,
most don't. The State-issued HIN is supposed to be marked permanently on
the transom as well as another hidden spot, just like the manufacturer
HIN.
One correction to the original posting, The USCG required HINs
(Manufacturer issued using USCG code) were required starting on November
1. 1972, basically that means 1973 models and later, not 1974.
