Exhaust valve issues can stem from improperly arranged cooling water injection into the exhaust elbow. I would check to see if there is a possibility of splash or backflow into the exhaust manifold - this will get the problem to repeat itself fairly quickly. For cleaning the oily residue I find that Dawn Dishwashing Detergent works well to disolve the grime - there are other products, but often they are made from fuel derivatives and it takes a long time to get rid of the smell (like "Gunk") those are made for automotive engines which can be steam cleaned after gemoving the grease and build-up - I would not use this inside my boat.
