Here's a technique that I came up with (though I imagine others have as
well) which I wrote up years ago for Good Old Boat Magazine
(http://www.goodoldboat.com/, which is a great place to learn tips like
this).
Hot melt glue is not durable enough, as you've discovered. Trying to clamp
the curtain mounts so that epoxy can set is nigh impossible and way too
fussy. Here's what I came up with that worked great:
Take a block of wood to use as the base for your curtain mounts. Rough up a
spot on the fiberglass/gelcoat inside the cabin where you want it to go.
Apply 5-minute epoxy to the center of the block; leave an eighth of an inch
or so border around the edge. Apply hot melt glue to this edge, then press
firmly into place. Done.
The hot melt will hold the mounting block in place long enough for the epoxy
to set firmly. No clamps required. Wait 15 to 30 minutes, and you should be
able to drill into the mounting block to attach your hardware.
