short jib sail

I have a '75 2-27, Don't Panic, and when I have the head sail up it does not go to the mast head but stops what looks to be a good 20" or so from the top. I am wondering if this could be because the previous owner had a furler on and took it off before selling. Doesn't a masthead sloops jib go to the masthead?
