Kevin,
What is called a "long shaft" measures 23" from the upper. inner surface of the OB mounting clamp, to the lower surface of the cavitation plate. (short shaft will measure 17") On the Cal 25 that should work. I don't know what the true measurement is on a 25" model. Deeper is better on an ocean going sailboat, with the caveat that you want the prop to clear the water when you tilt up the OB for silence and best sailing speed. Fast is fun!
On the old Cal 25 I owned briefly, the transom plywood was delaminating and dry-rotting.
My Cal 24 doesn't have a cut-away to mount the OB, but rather, it has a hinging, scissor style OB mount that allows additional dropping and lifting flexiability.
9.8 HP will give you lots of power, but you can get away with 6HP. Lighter is better, for less hobby horsing in chop.

We added a Tohatsu 9.8 hp outboard to our CAL 2-25. We love it. Went with the extra long shaft. It is a 4 stroke so little vibration and much quieter.

Ditto, for my 2-25. 9.8 HP Tohatsu extra long shaft, really quiet compared to my 2 stroke.

The Annapolis folks go with long shaft (20 inch) on our CAL 25s with the stern engine cut-out (not 2-25). I’m sure a 25 inch would drag in the water when in up position on a flat deck 25. Depending on where one puts the telescope mount on a 2-25, a 25 incher might be necessary.
Many of us have 6HP, but a 9.8 does work well (especially in sloppier water). The weight of the larger engine (8, 9.8, and 15 all usually have the same block and engine size) can be stressful on the stern transom beam on a 25. I’ve replaced a few of those wood beams myself. Not trivial. That is when I discovered cow gloves to keep the epoxy from drooling all over my arm. :- ]
I assume that you will be leaving the 9.8 engine on the stern when the boat is parked. Removal takes some oomph. On the 6 horse engines, we often store them on the cabin floor below.

Cow Gloves :Should be able to get them at any veterinary supply. They are super long gloves used for rectal and vaginal exams on bovine species. Go up to your shoulder. See them a lot in Texas.
