I think you could use cedar. Yes it is soft, depending on the kind of cedar. But you could could work with those issues with larger bung holes and a washer under your through bolt, as well as a epoxy saturation when done for surface hardness. Or, it just wouldn't hold up as well as harder wood. You could use clear fir as well. Lots of boats built with fir. It likes to split, so you would need to be careful.

The Port Orford cedar is what i was looking at and it has a long history in ship building. The plan was to teak oil it the varnish when finished and install. I was just reading that Doug Fir clear is also a good choice as well so i need to look into that as well. I don't claim to know all there is on this I am learning along the way and have so far received to great information on this.
