A mechanic worth his salt should know how to properly do this job. If it slipped down as far as it did then it must be a burr on the shaft end or as stated earlier something internal has lodged itself to prevent removal. If mine I would push it all the way back up and inspect the section visible. File any suspect imperfections, shoot some grease into the grease fitting, and then very slowly lower while turning left and right. Leslie

Ours has the cap piece on the rudder shaft end so that we could still attach the emergency tiller if the wheel linkage failed.for any reason. The cap and through bolt were all obviously removed. I wonder if that through bolt hole could have a burred edge or something which is hanging up in the tube? I didn't get to inspect the work.
