If the anchor light is also an AQUA SIGNAL "Series 25" light, it will be the same bulb. We had this same "masthead" (Steaming) light on NODROG's mast, and I had the 360deg light on another boat, used same 10W bulb.

Just looking at the photo, it appears that the filament is intact but the terminals on the bulb are corroded. You may just need to clean those up and apply some sort of anticorrosion goop to keep the contacts good. But if you're replacing the bulb, why not go with LEDs? I was surprised to see a wide assortment of drop-in LED replacements at West Marine a few weeks ago.
Practical Sailor has had some recommendations for conductive anticorrosion grease, as I recall.

Attached is a picture of the steaming light 3/4 up the mast… its an older 12v Festoon bulb. But is the anchor light the same?
Long story, but the answer will save me two trips up the mast in the bosun chair.
